I can't really answer that since I'm not actually German... but I Ludwig isn't talking "normally" here, I don't think. For one, he's always yelling anyway ^^; and for another, Alfred's the one who asked him to sound commanding and I personally always find it difficult to sound in a particular way when I'm asked to talk a foreign language.
But the little Austrian I've heard spoken is softer than what they talk in Berlin at least, the words curl in on themselves somehow *fails at explaining*
