I actually think we've got a sketch of Bavaria somewhere. In uh, one of those little doodles that he's sprinkled all over his blog and which I saw with some scanlation (oh how helpful I am). Otherwise, I just tend to go with Hidekaz's hints that HRE becomes Germany, but suffers from amnesia. which makes me wonder just how Prussia managed to be the older brother, but oh well...
Though to be fair, both Prussia and Austria seem as if they could be the pretty damn possesive type, so if little Germany lived with them, he may not know many other nations
